Implement of the new model motorcycle certification, C.O.P inspection, and the in-used motorcycle recall investigative tests

There were four main tasks in the project, first was the management of motorcycle exhaust pollution, the second was the development of the electronic emission certification management system, the third was the relative research activities in the field of motorcycle emission control, and the last was the recall investigative tests for the in-used motorcycles. The achievements were as follows: (1) The project issued 139 certificates, some engine families’ emissions closed to standards and should be further audited in the future. (2) The project audited 119 motorcycles; one engine family failed in the auditorial test and the manufacturer has carried out the recall program, two engine families passed the tests in the second tests, so the emissions were not good in the production line and should be further audited in the future. (3) The project also had examined 14 motorcycles for their emission-control components, and all the motorcycles passed the examination. (4) The manufacturers applied for 39 durability test plans in total, some of them failed in the tests, so the developed emission-control systems were not good and should be further audited in the future. (5) For the in-use motorcycle emission investigation tests, all the 10 engine families, including 50 motorcycles, had passed the tests. (6) For the production line emission analysis, we found some engine families had higher emissions and variation in CO and NOx. Those engine families that had had higher emissions and variation should be further audited in the future. (7) For the green motorcycle ranking, 7 engine families were chosen for the best of 2009 model year. The press conference was held on February 17, 2009. (8) The electronic certification management system had been developed and further modified for the manufactures to apply. (9) Considering the world-wide regulation status and the manufacturers’ investment, we suggested the WMTC should be merged into the regulation of nowadays in 2011 and to be the 6t h stage regulation in 2013. (10) In driving pattern analysis, we found that 70~80% of the CO and HC emission n coming from the first 600 seconds, and that was useful information for the manufacture to improve the emission. We also found good correlation between WMTC emission and the 5th stage driving pattern emission in HC and NOx. (11) The CO and HC emissions would be improved by way of maintenance; the deterioration factor value may increase rapidly for the high-mileage and over emission-warrant motorcycle research. We also found the low emission zone for the vehicle speed was about 30~50 km/h. (12) For the year 2008, the estimated motorcycle exhaust emissions for CO, HC, NOx, the evaporative emission and CO 2 were 228,038 tons, 124,866 tons, 12,765 tons, 3526.8 tons and 3,310 kilo-tons respectively.
